Can I use a 12V battery to power a 9V radio or radio / cassette?

My travels to Africa recently and I saw people using batteries 12V (sometimes auto batteries and other times the alarm system SLA batteries) to 9V DC power radios. These devices are generally designed to deal with tensions well above its rated voltage, taking into account that a battery voltage of the car could be as high as 14 volts? From what I have seen, African users of these stations are not a problem. Why not?

a radio that uses an internal 9 volt can also be designed to accommodate the connector 12 volt external power. which is probably where a regulator in this post. depends on the design, but I suspect that the external input volts for these radios is 12 volts.
